As {{w|Tony Topham|Institute_for_Workers'_Control}} puts it, {{qq|Owners argue that the loss of trawl&amp;amp;shy;ers is in&amp;amp;shy;evit&amp;amp;shy;able in winter fishing in northern waters; it is no one{{s}} fault. This is a tragic example of the effects of market laws upon men{{s}} minds; re&amp;amp;shy;spons&amp;amp;shy;ibil&amp;amp;shy;ity is dis&amp;amp;shy;sip&amp;amp;shy;ated, and acts of com&amp;amp;shy;merce become somehow Acts of God. Can we doubt that in a society freed of this fetish it would be re&amp;amp;shy;garded as scan&amp;amp;shy;dal&amp;amp;shy;ous to operate small ships, under the hur&amp;amp;shy;ricane condi&amp;amp;shy;tions off {{w|Iceland|Iceland}} in winter, not as an emer&amp;amp;shy;gency oper&amp;amp;shy;ation to feed starving people, but as a normal com&amp;amp;shy;mer&amp;amp;shy;cial activ&amp;amp;shy;ity?}}&lt;br /&gt;

{{tab}}And just as it tran&amp;amp;shy;spired, after the Aberfan disaster, that the {{w|Coal Board|National_Coal_Board}} had had plenty of warning, ignored through inertia, indif&amp;amp;shy;fer&amp;amp;shy;ence and parsi&amp;amp;shy;mony, of the ever-&amp;lt;wbr&amp;gt;present danger, so the risks of cata&amp;amp;shy;strophe in the trawl&amp;amp;shy;ing in&amp;amp;shy;dustry were as clear to the trawler-&amp;lt;wbr&amp;gt;owners as they were to every out&amp;amp;shy;sider who studied the in&amp;amp;shy;dustry, and above all, to the trawler crews. {{qq|The fear of death per&amp;amp;shy;vades the occu&amp;amp;shy;pa&amp;amp;shy;tion of trawl&amp;amp;shy;ing, con&amp;amp;shy;trib&amp;amp;shy;ut&amp;amp;shy;ing to it a flavour of gloom and fatal&amp;amp;shy;ism}} wrote {{popup|Jeremy Tunstall|British sociologist, City University of London professor emeritus}} in his book ''{{popup|The Fishermen|London: Mac&amp;amp;shy;Gibbon &amp;amp; Kee}}'', pub&amp;amp;shy;lished in 1962, where he re&amp;amp;shy;marked that {{qq|the lull during the last few years in the mor&amp;amp;shy;tal&amp;amp;shy;ity rate may only be a pause before a big tragedy}}. This lull fol&amp;amp;shy;lowed the loss in January, 1955, off Iceland of the ''Lorella'' and the ''Roderigo'', when forty men died as a result of the over-&amp;lt;wbr&amp;gt;turning of the vessels due to icing-&amp;lt;wbr&amp;gt;up of the super&amp;amp;shy;struc&amp;amp;shy;ture, which appears to be the reason for the loss of at least one of the three trawl&amp;amp;shy;ers sunk in January and Febru&amp;amp;shy;ary, 1968. Tunstall showed stat&amp;amp;shy;istic&amp;amp;shy;ally that fishing was the occu&amp;amp;shy;pa&amp;amp;shy;tion with the highest indus&amp;amp;shy;trial death-&amp;lt;wbr&amp;gt;rate in Britain.&lt;br /&gt;

Schilling|Richard Selwyn Francis Schilling (1911-1997), English occupational physician}} of the {{w|London School of Hygiene|London_School_of_Hygiene_&amp;amp;_Tropical_Medicine}} again ana&amp;amp;shy;lysed indus&amp;amp;shy;trial death-&amp;lt;wbr&amp;gt;rates and con&amp;amp;shy;cluded that the figure for the fishing in&amp;amp;shy;dustry was twice that for coal-&amp;lt;wbr&amp;gt;mining and many times that in manu&amp;amp;shy;fac&amp;amp;shy;tur&amp;amp;shy;ing in&amp;amp;shy;dustry. In the fol&amp;amp;shy;low&amp;amp;shy;ing year, in his {{p|98}}pres&amp;amp;shy;iden&amp;amp;shy;tial address to the occu&amp;amp;shy;pa&amp;amp;shy;tional medi&amp;amp;shy;cine section of the {{w|Royal Society of Medi&amp;amp;shy;cine|Royal_Society_of_Medicine}}, Pro&amp;amp;shy;fessor Schilling ob&amp;amp;shy;served that between 1960 and 1966, 223 fisher&amp;amp;shy;men were killed on British fishing vessels{{dash}}about one per cent of the work force.&lt;br /&gt;

I fail to see what more could have been done by the skipper or by anyone else ''at the time''}} (my italics).&lt;br /&gt;

{{tab}}This attitude ignores the fun&amp;amp;shy;da&amp;amp;shy;mental fact about trawl&amp;amp;shy;ing in winter in the northern seas: that such condi&amp;amp;shy;tions are ''not'' unusual, and that there&amp;amp;shy;fore it is wholly irre&amp;amp;shy;spons&amp;amp;shy;ible to defend the con&amp;amp;shy;tin&amp;amp;shy;ued opera&amp;amp;shy;tion of ships in such condi&amp;amp;shy;tions, not as some dire emer&amp;amp;shy;gency need, but as a normal com&amp;amp;shy;mer&amp;amp;shy;cial activ&amp;amp;shy;ity.&lt;br /&gt;

Later in his state&amp;amp;shy;ment Rear-&amp;lt;wbr&amp;gt;Admiral Ievers is re&amp;amp;shy;ported to have said that the problem of icing-&amp;lt;wbr&amp;gt;up had been in&amp;amp;shy;vest&amp;amp;shy;ig&amp;amp;shy;ated, but that no method had been found {{qq|of prac&amp;amp;shy;tical value}}, and that the devices which were tried out in&amp;amp;shy;volved {{qq|a pro&amp;amp;shy;hibit&amp;amp;shy;ive cost}}.&lt;br /&gt;

{{tab}}So it comes to this: trawl&amp;amp;shy;ers have been lost in the past, and men killed, by black ice; black ice forms regu&amp;amp;shy;larly in the north&amp;amp;shy;ern waters in winter, not just in the very severe weather of this year. The owners made some attempt to dis&amp;amp;shy;cover a solu&amp;amp;shy;tion, but failed, or were de&amp;amp;shy;terred by the cost. They have con&amp;amp;shy;tin&amp;amp;shy;ued never&amp;amp;shy;the&amp;amp;shy;less, to accept fishing in those waters. Yet when at least one of the three {{w|recent tra&amp;amp;shy;gedies|Hull_triple_trawler_tragedy_(1968)}} was prob&amp;amp;shy;ably caused by icing up, we are told (a) not to be sur&amp;amp;shy;prised; and (b) that noth&amp;amp;shy;ing could have been done: that no human re&amp;amp;shy;spons&amp;amp;shy;ibil&amp;amp;shy;ity is in&amp;amp;shy;volved. It is in&amp;amp;shy;cred&amp;amp;shy;ible.&lt;br /&gt;

Twenty-&amp;lt;wbr&amp;gt;three fishing {{w|smacks|Smack_(ship)}} and about 150 men were lost in a storm on this day. The dis&amp;amp;shy;aster shocked the town and when the fisher&amp;amp;shy;men paraded with banners against {{qq|winter fleet&amp;amp;shy;ing}} on October 1st, public opinion this time was on their side. The strike began form&amp;amp;shy;ally about a week later.&lt;br /&gt;

{{tab}}The strike was weak&amp;amp;shy;en&amp;amp;shy;ing in the early days of Novem&amp;amp;shy;ber, with the owners able to get away with an in&amp;amp;shy;creas&amp;amp;shy;ing number of smacks, and on Novem&amp;amp;shy;ber 10th the {{w|Trades Council|Labour_council}}, acting for the Fisher&amp;amp;shy;men{{s}} Society, accep&amp;amp;shy;ted terms. The two main points were: that winter fleeting was not to be carried on beyond 55N; and that each fleet was to be limited to 50 vessels. Other points were that there should be no vic&amp;amp;shy;tim&amp;amp;shy;isa&amp;amp;shy;tion, and the men should have a say in the ap&amp;amp;shy;point&amp;amp;shy;ment of the {{qq|admirals}} of the fishing fleets.&lt;br /&gt;
